James S. Sherman Associate Professor of Government Philip Klinkner predicted that President Bush would "start using his veto pen and cutting spending bills," in a May 14 article in The New York Times "Week in Review" section titled "Hey Democrats, Why Win?"

Speaking with Chief Political Correspondent Adam Nagourney about this year's congressional races, Klinkner stated "I'm sure that the Bush people will try to put some conservative bills before them to make Democrats shoot them down," a tactic developed by the Bush White House which Klinkner suggests is designed to "…show Democrats are for raising taxes and spending."

Klinkner, editor of Midterm: Elections of 1994 in Context (Westview Press), is widely regarded as an expert on American electoral politics.
