Johnson shared insights from her new study on how politicization and the number of political appointees influences the likelihood that the Good Cause Exemption will be invoked (and proposed regulations will not be shared with the public) in the regulation process. Kucinskas shared her latest findings from her research on civil servants responses to leadership changes.
